Finding what you wanted on the Auckland city council website site was a nightmare in 2002. The Only way I could see to start the redesign was to print out every single page and stick them all over Datacom office walls.
Some of the site maps I made from sorting all the pages are attched. The site maps proved an excellent conversation starting point with the council towards their site content strategy.
Myself and a colleague had many conversations and card sorting excersises with the council commitee that ended up with a site that was judged 6th best in the world for usability, 7th overall by a UN sponsored research project that "evaluated the current practice of digital governance in municipalities worldwide".
